WHO Multimedia Communications Consultancy (WPRO): A Strategic 5-Month Opportunity to Shape Public Health Narratives

Overview
The World Health Organization (WHO), through the Division of Healthy Environments and Populations (DHP) at its Western Pacific Regional Office (WPRO), is seeking a Multimedia Communications Consultant for a 5-month full-time remote assignment (August to December 2025).
This consultancy presents a unique opportunity for communications professionals to contribute directly to impactful public health campaigns and communication strategies focused on critical health priorities like alcohol prevention, nutrition, oral health, tobacco control, and health equity across the Western Pacific Region.
Purpose of the Role
The consultant will support the design, development, and execution of multimedia communication products and advocacy campaigns aligned with the WHO’s Communication for Health (C4H) framework. This includes:
- Promoting regional public health events and technical meetings
- Creating compelling visuals, videos, and digital storytelling assets
- Supporting knowledge dissemination through strategic publications
- Driving visibility and advocacy across technical focus areas such as non-communicable diseases, nutrition, gender-based violence, and ageing
The consultant will work in collaboration with multiple technical units, supporting both internal and external communications.
Key Responsibilities and Deliverables
The consultancy is organized around six major outputs with multiple deliverables across health campaigns, event support, publication design, and internal communication.
1. Event Support & Strategic Engagements
- Visual and content development for the 76th Regional Committee Meeting (RCM) and associated high-level side events
- Storytelling assets for agenda items on oral health, alcohol control, and tobacco regulation
- Design and communication support for regional workshops (e.g., Infection Prevention and Control, Maternal and Child Health)
2. Technical Campaign Implementation
- Communication products for the alcohol prevention campaign, including message toolkits and visuals
- Advocacy media for tobacco control momentum post-FCTC 20th anniversary
- Visual content for nutrition-themed webinars
3. Publication & Knowledge Dissemination
- Design/layout of publications such as the Health Equity Analysis for older populations, Healthy Islands Annual Report, and nutrition-focused reports
- Content packaging and promotion support for technical materials like the EENC Biennium Reports and HPS Network content
4. Internal Communications Support
- Design and repackaging of advocacy materials for PRSEAH (Preventing and Responding to Sexual Exploitation, Abuse and Harassment)
- Creation of design templates and visual branding for internal newsletters and training documents
5. Health Days and Observance Campaigns
- Campaigns for World Patient Safety Day, World Heart Day, World Diabetes Day, and the 16 Days of Activism Against Gender-Based Violence
- Thematic content for events like International Day of Rural Women and year-end campaigns on smoking cessation and e-cigarettes
6. C4H-Based Communication Interventions
- Content development for regional oral health workshops and public engagement activities
- Support country-led C4H interventions with customized communication products informed by behavioral insights and feedback
Qualifications & Requirements
Education
- A university degree in communications, visual/multimedia design, social sciences, international relations, or related fields.
Experience
- Minimum 5 years of professional experience in communications, campaign development, or multimedia content creation, ideally within international organizations.
- Experience in public health communications or work in low- and middle-income settings is a plus.
Skills
- Proficiency in multimedia design software (e.g., Adobe InDesign, Photoshop, Illustrator, Premiere, After Effects)
- Strong writing, visual storytelling, and content production skills
- Ability to develop both strategic messaging and engaging creative products
- Knowledge of photography, video production, and web design platforms (e.g., Sitefinity) is desirable
Languages
- Expert fluency in English (spoken and written) is required.
Contract Terms
- Type: Consultant (External)
- Duration: 5 months (August to December 2025)
- Location: Home-based (Remote)
- Remuneration: USD 5,000 per month (Band Level A)
- Travel: May be required depending on project demands
